Summary
The City of Pflugerville is preparing for the opening of the Monarch Recreation Center, a new multi-generational recreation facility that will provide fitness, aquatics, athletics, programs, rentals, events, and other recreational services to the community.
City staff have developed a proposed fee schedule to establish rates for memberships, daily admission, facility and room rentals, programs, and other services offered at the Monarch Recreation Center. The proposed schedule includes resident and nonresident pricing and is intended to provide a clear and consistent structure for accessing the facility and its amenities.
The proposed fees were developed through a review of the recreation center’s anticipated operating costs, projected participation and revenue, consultant recommendations, and fees charged by comparable recreation facilities. Staff also considered the need to balance affordability and community access with the financial sustainability of operating a large, full-service recreation center.
The fee schedule will provide the framework needed to begin membership presales, communicate pricing to the public, configure the City’s registration and membership software, and prepare for the facility’s opening. Staff will continue to monitor participation, revenue, operating costs, and community feedback after opening and may recommend future adjustments as additional operational data becomes available.
Approval of the Monarch Recreation Center fee schedule supports the City’s continued investment in community amenities and the Parks, Recreation and Open Space Master Plan’s recommendation to provide a new recreation center with services that meet the needs of Pflugerville residents. It also supports sound business and financial practices by establishing cost-recovery goals while maintaining equitable access to recreation services.
