Summary
Per City Charter, section 9.04 (a), City Council may approve supplemental appropriations where there are revenues available for appropriation in excess of those estimated in the budget.
Per City Charter, section 9.04 (d) At any time during the fiscal year the manager may transfer part or all of any unencumbered appropriation balance among programs within a department, division, or office. Upon written request by the manager, the council by ordinance may transfer part or all of any unencumbered appropriation balance from one department, office, or agency to another.
General Fund: This amendment is necessary to appropriate additional funds for several FY25 carryover items for parks and recreation. These were contracts encumbered during FY25 with funds available in that budget. When the FY26 budget was considered, the legal department was in transition to an in-house legal team. There are some salary savings in this department but the third party legal fees have been higher than anticipated due to an active law suit. We anticipate needing the additional appropriations being requested to not exceed budget. Additional expenses were incurred due to the run-off election. We are requesting an additional Full Time position in People and Culture to be able to facilitate the hiring of staff needed to operate the Monarch. The hiring process must begin in advance of the facility opening. This position would be transferred to the Monarch budget for FY27.
Water Wastewater Fund: This amendment is for an additional Full Time position in the Utility Billing Department. The customer service demand is greater than the current staff can address. This position would be specifically assigned to following up on emails and voice mail and processing mail...
