Summary
The proposed services include evaluating the geology of Wells No. 6 and No. 7, cleaning debris from the bottom of Well No. 6, video logging Wells No. 6 and No.7, and performing sustained pumping and drawdown testing to determine the firm yield of these wells. A key component of this project will be evaluating and assessing the City’s existing wells and their current conditions, and conducting drilling and testing programs to assess the potential for developing additional ground-water supplies from one or more new wells completed in the Edwards aquifer.

Additionally, the project will include recommendations for modifications to Well No. 6 to improve the yield of the well during drought conditions.

Status
Staff received a preliminary evaluation of existing wells and the local aquifer on June 30, 2014. This evaluation included an assessment of the local Edwards aquifer and the current production characteristics and conditions of the City’s existing water wells based upon incomplete historical data.

As the City continues to determine viable options for planning and providing water to our customers, the City must examine all possible opportunities to optimize groundwater supplies.

The original agreement was approved by the City Council on August 13, 2013. A technical memorandum related to preliminary findings was reported to the City on September 23, 2013. A supplemental agreement #1 amending the timeline and scope of services was approved November 12, 2013. Staff received a final draft for the preliminary evaluation of existing wells and the local aquifer on June 30, 2014.

Fiscal Impact
The fee structure and amount for this agreement are not changing. This project will be funded from the Utility Fund Balance.

Staff Recommendation
Staff recommends approval of the agreement.
