This project is being funded through existing bond funds, the utility fund and through existing escrow funds.

Summary
The construction as proposed for the Kelly Lane Phase 1 project from Murchison Ridge to Falcon Point Blvd. West is intended as a full reconstruction to provide a four-lane divided roadway section with two lanes in each direction, and a raised median with turn lanes at designated intersections. Also included with this project is the re-installation of the existing traffic signal at Kennemer which will be coordinated with new traffic signals at Falcon Pointe Blvd. and Colorado Sand Dr. The four lane section narrows back to the existing two lanes just east of the Falcon Pointe Blvd. West intersection. The base bid work consists of roadway, waterline, curb and gutter, sidewalk, storm sewer and other miscellaneous items.
There were three proposed add alternate bid Items for the project - culvert crossings, street stabilization and overlay. The Alternate B Bid Item was selected in addition to the base bid Items. The selected add alternate bid item will include a “Street Rehabilitation-Add Alternate” of Kelly Lane for the section beginning just east of the Falcon Pointe Blvd. West intersection eastward to Moorlynch.
Attached are the bid summary and Engineer’s letter of recommendation for the project.
City staff held a public open house on September 19, 2013 to provide general information on the project such as timeline, scope of improvements and suggested alternate routes to avoid construction.
