Approving a Professional Services Agreement with Quorum Architects, Inc. for the Pflugerville Animal Intake Services Building in the amount of $175,400 for design and contract management services and authorizing the City Manager to execute same.

 

Summary

Approving this item authorizes the City Manager to execute a professional services agreement with Quorum to prepare plans and specifications for the animal shelter improvements, including the animal intake services building. The new building would replace the existing intake facility and yield new office space for the shelter staff.

 

The City Attorney has reviewed and approved this agreement as to form.

 

Status

The design process is anticipated to take 14 weeks. Bidding is scheduled for fall 2016, construction in early 2017, opening in October 2017.

 

Prior City Council Action

On May 10th, the City Council directed the staff to proceed with the animal intake building as presented.

Fiscal Impact

This project is being funded through a combination of reserve funds, $400,000, and the proposed certificate of obligation (CO) issuance, $1,600,000.  The CO issuance was initiated with a notice of intent resolution approved by the City Council on May 10, 2016.  During that same meeting a reimbursement resolution was approved which allows reimbursement to the City for expenses related to the CO's prior to the funding of the issue.  The approval of the preliminary official statement related to this CO issuance was considered earlier on this council agenda.
