Summary
This item considers the annual adoption of the City’s Standards of Care for Youth Recreation Programs, as permitted under Texas Human Resources Code Section 42.041(b)(14). State law provides an exemption from child-care licensure requirements for municipal recreation programs serving elementary age participants, provided that the governing body annually adopts Standards of Care by ordinance following a public hearing.
The City of Pflugerville has historically adopted these Standards each year to maintain the exemption for its summer camp and youth recreation programs. These programs are recreational in nature and are not child-care programs, and the Standards of Care establish the minimum operational expectations for staffing, training, health and safety practices, facility operations, and program oversight.
As part of the annual review, one minor update has been made to the Standards of Care for 2025. Under Section 95.65, Facility Standards, a new subsection has been added to expand the existing Weather Safety policy to include flooding protocols. This addition aligns with regional best practices and ensures programs have clear operational direction during heavy rain events or localized flooding. Aside from this update, no other substantive changes have been made.
