Discuss and consider action to approve a resolution regarding the use of the MoKan Corridor right of way.
Summary
The MoKan Corridor bisects the City of Pflugerville, generally north to south, as shown on the attached map. This right-of-way is a result of the Missouri Kansas Texas railroad alignment that was abandoned in the 1980s. Since that time various efforts have been undertaken to acquire and develop the asset to improve mobility in Central Texas. Recently, the MoKan Corridor was a component of the Project Connect efforts. Stakeholder meetings were held throughout the region, and in Pflugerville, in conjunction with this effort especially associated with the Project Connect North Corridor planning process. More recently, TxDOT has initiated an overlapping effort - the MoKan Corridor Feasibility Study. City staff participated in a stakeholder interview, but that is the extent of stakeholder and public involvement in this study. An executive summary has been prepared and briefly describes the purpose, process, findings and recommendations for the corridor.
The proposed resolution takes a position that is consistent with the stakeholder input received in conjunction with Project Connect, supporting hike and bike trail development as well as mass transit (rail) in the corridor.
Prior City Council Action
The most recent action was on July 8, 2014 when the City Council approved a resolution in support of Project Connect.
