Approving a resolution rejecting all bids received for the Heatherwilde Phase III Pavement Maintenance Project.
Summary
The City of Pflugerville opened bids for the Heatherwilde Phase III Pavement Maintenance Project on February 16, 2022 at 2 pm. Notices were posted as required and the bidding process was facilitated through a plan holder website, civcast.com, which is used for all City construction projects. A total of 2 plan holders were general contractors, and two bids were received, one from Terra Path, Inc. and the other from Lone Star Paving Company for which both significantly exceeded the engineer’s estimate.
Since the bid amount was not within a reasonable amount of the project budget, it is City staff’s recommendation to reject the bids and rebid to increase competitiveness and project options through providing a base bid and bid alternate. The project limits for Heatherwilde Phase III Pavement Maintenance include continuation of pavement improvements on Heatherwilde Boulevard from the post office and heading South to Wells Branch. Rebidding this project with a base bid and bid alternate would provide the City with the flexibility to award the full scope of the project or just the base depending on costs and available funding. An additional benefit in this approach is in the timing of construction. By rejecting all bids and rebidding at a later date would allow for construction to begin during summer months, then avoiding heavy school traffic along Heatherwilde Boulevard. This duration of this project is projected for 60 days to final completion.
Staff is working with the project design team led by Halff Associates to review the project scope and construction timeline in effort to rebid the project. The plan for rebidding the project includes coordination with Pflugerville Independent School District as well as other City departments and the Design Engineer
