Summary
The property is located in the ETJ, generally southwest of the Speidel Drive and Martin Lane intersection in the south portion of the Blackhawk development. The Lakeside at Blackhawk preliminary plan was originally approved in the late 1990’s and revised in 2000. Due to inactivity, the preliminary plan has expired. Recently, a sixth amendment to the development agreement was approved by the City, which includes provisions to extend the life of preliminary plans throughout the development. The intent of the proposed revision is therefore to reinstate the preliminary plan for Lakeside at Blackhawk Section 3 and 5 which consist of 93 single-family lots, 1 lift station/open space lot (Lot 1, Block 2), 1 open space lot (Lot 6, Block 1) and 1 open space/drainage easement (Lot 25, Block 2).
Staff Recommendation
The Revised Preliminary Plan for Lakeside at Blackhawk Section 3 and 5 meets the minimum subdivision requirements and is in accordance with the Comprehensive Development Agreement between Tiemann Land and Cattle Development, Inc. and the City of Pflugerville (commonly known as the “Lakeside” or “Blackhawk” development agreement), as amended. Staff recommends approval of the Revised Preliminary Plan for Lakeside at Blackhawk Section 3 and 5.
