Summary
This item considers approval of Change Order No. 2 to the City's agreement with Double Eagle Entertainment for sound, talent, and production services associated with City special events.

Double Eagle Entertainment provides professional event production services, including sound, staging, lighting, talent coordination, production management, hospitality, and other technical support necessary for the successful delivery of City-sponsored events, including Deutschen Pfest, Slice of Pflugerville, Rock the Block, and Music in the Park. The vendor has supported these events in previous years and is familiar with the City's operational needs and production expectations.

The original agreement was approved in the amount of $135,000 in 2025 and was subsequently increased in 2026 to $148,000 through an administratively approved change order to reflect the budgeted amount in FY26. The proposed Change Order No. 2 increases the contract by an additional $12,000, for a total not-to-exceed amount of $160,000.

Pursuant to the City's Approved Purchases List (APL) Policy, City Council approval is required when cumulative change orders exceed 10% of the original contract amount. Approval of this change order will bring the cumulative change orders above that threshold.

Approval of this change order will allow the City to secure enhanced entertainment offerings and associated production services for upcoming special events, including the 50th Anniversary of Deutschen Pfest.

Funds for this change order are available through Hotel Occupancy Tax (HOT) revenues in the FY26 Budget.

This item supports the Community Amenities & Events and Community Social Fabric & Neighborhood Character pillars of the Strategic Plan.
