Title
Approving an Interlocal Agreement (ILA) with the City of Round Rock to cost share in a traffic study associated with the missing SH 45 frontage road links between Donnell Drive / Schultz Lane and Heatherwilde Blvd.
 
Summary
The cities of Pflugerville and Round Rock routinely receive citizen input regarding the lack of frontage road connectivity along SH 45, as shown in the attached Exhibit A. The proposed interlocal agreement was initiated by the City of Round Rock for the two entities to participate in a preliminary transportation analysis that would be used to determine the potential impacts to toll revenue, which would be done by the Texas Department of Transportation (TxDOT.) In order to initiate this effort a scope of work and cost proposal has been submitted by Kimley-Horn Associates, as referenced in Exhibit B.  The submittal identifies the scope of the project to connect the frontage roads, including location and limits, a funding committment / plan, anticipated land uses, development schedule and traffic forecasts. Upon completion, the resulting information will be forwarded with a formal request to the TxDOT Austin District Engineer.  The City Attorney has reviewed the ILA.

Action by the City of Round Rock City Council is scheduled for June 12, 2014.

No additional action is anticipated, but the findings of the study will be reported to the City Council as appropriate.
 
Fiscal Impact
The current total cost estimate of the study is $24,730. Pflugerville's share is fifty percent, or $12,365.00, which will be reimbursed to Round Rock. Any additional payments to the the consultant must be agreed to by both parties. The funding source is in FY 2014, Administration - Other Professional Services.
