Approving the procurement of a bucket truck in the amount of $235,402, and authorizing the City Manager to execute the same.

Summary
As dictated by Texas Administrative Code, municipalities with a population of 50,000 or more are to operate and maintain traffic signals within their municipality. As a result, in 2021, Pflugerville began the maintenance of traffic signals within the city by contracting with Austin Traffic Signal and preventative maintenance as well as repair services when needed. Additionally, to ensure efficient traffic flow, the city entered into an agreement with TxDOT to operate and maintain TxDOT traffic signals within the city limits. Other improvements regarding traffic and transportation is the implementation of an Advanced Traffic Management System (ATMS) which will provide staff with remote access and control capability, and malfunction alerts regarding traffic signals.

In FY24, the city has hired a signal technician and will begin building a signal maintenance team within the street operations division of public works. To ensure that staff will have the resources needed, funding to purchase an insulated bucket truck as well as materials were approved as part of the FY24 budget.

An insulated bucket truck is essential for sign and signal technicians because it provides a secure and elevated platform to safely access and service signs and signals, often located at heights, while also offering protection from electrical hazards. This equipment ensures the technician's safety, efficient access to work locations, and compliance with regulations, minimizing the risk of electrical shock, falls, and other workplace accidents, and ultimately enabling the effective maintenance and repair of outdoor electrical systems.
