Summary
The Texas Human Resources Code Section 42.041 (b) (14) provides exemption to childcare licensure requirements for an elementary-age recreation program operated by a municipality provided that the governing body of the municipality annually adopts standards of care by ordinance after a public hearing for the program.  This ordinance has been provided to establish these standards of care in order to exempt Pflugerville Parks and Recreation programs from state child care licensing requirements. These standards of care are intended to be minimum standards by which the city will operate its parks and recreation department after school, summer camp and other programs.  Pflugerville Parks and Recreation programs are recreational in nature and are not child care programs.

A thorough review has been done to ensure compliance during the 2013 Pfun camp with the requirements contained in the Standards of Care document.

The City Council held an initial public hearing and approved the ordinance on first reading on May 8, 2012 and on second and final reading on May 22, 2012.
