Summary
The proposed agenda item requests approval of Professional Services Supplemental Agreement No. 4 with Rodriguez Transportation Group, Inc. (RTG) in the amount of $209,670 for additional professional engineering services associated with the Immanuel Road. This agenda item supports the Infrastructure pillar of the Strategic Plan, by ensuring the roadways built will meet current and future needs.

Immanuel Road will be constructed to a three-lane urban collector section. Improvements include curb and gutter, intersection improvements, bridge improvements, street lighting, underground storm sewer, pedestrian and bicycle facilities. Construction is anticipated to begin in the fall of 2025 with a twenty-four-month construction period.

This supplemental agreement will allow enhanced coordination and compliance within the project limits. Including revising plans to incorporate adjustments to Immanuel Road south of Killingsworth Lane to align with Travis County’s recently designed and anticipated development plans for the same road. Additionally, it involves an update to the proposed sidewalks along the project’s west side, and preparation of special utility details. It also includes the application and processing of the Texas Department of Licensing and Regulation (TDLR) and Texas Accessibility Stands (TAS) requirements.

Prior City Council Action
On August 11, 2020, Pflugerville City Council called a November 3, 2020, bond election for three propositions totaling $191.3 million.

On July 27, 2021, Pflugerville City Council approved a Professional Services Agreement with RTG totaling $1,099,027.00.
