Approving a license agreement with Farmer George Farmer's Market to operate as the City's Farmers Market provider, and authorizing the City Manager to execute the same.

Summary
The Farmer George Farmers Market operates as a community-focused Farmers Market in Pflugerville, offering citizens a reliable venue for local produce and goods. Hosted at The Green Red Barn in Heritage Park, this monthly market serves as a staple for community engagement, promoting local commerce and enhancing public well-being. This License Agreement, required for the use of city property, sets forth clear guidelines for the market’s operations, including adherence to permitting, safety, and maintenance protocols. Farmer George Farmer's Market has operated the Tuesday Farmers Market at Heritage Park throughout 2024. The FY25 Fee Schedule requires all license agreements to receive approval from City Council.

The license agreement allows the farmer's market to operate weekly from January 21, 2025 through December 30, 2025, with markets scheduled for every Tuesday evening. Based on feedback from the public, this agreement adds an additional farmer’s market that will be hosted every Sunday through 2025.

Per this license agreement, Farmer George Farmers Markets will be responsible for setup, insurance, compliance with city regulations, and restoring the property post-events after each Tuesday and Sunday market. The fee will be 15% increase from our previous agreement with Farmer George Markets. This agreement's fee will be a lump sum of $5,200 and will cover the usage of the facility, payable in total by invoice on November 3rd, 2025.

The Agreement aligns with City Council’s Strategic Plan Goal of preparing programs and services in a safe and responsible manner and implement programs that support a high quality of life.
