Title
Discuss and consider approving a resolution of the City of Pflugerville, Texas declaring support of the Project Connect High Capacity Transit System Plan efforts.

Summary
Over the last few months, communities within the Project Connect North Corridor study area have been considering the impacts to their respective communities as a result of the adoption of the Locally Preferred Alternative (LPA). The study by Capital Metro was unique because it proposed a system approach for the northeastern quadrant of the Austin region, most of which lies beyond Capital Metro's service area. As noted in the attached plan, various opportunities are identified for Pflugerville to evaluate. On March 11, 2014, the City Council approved a resolution at the request of Capital Metro in support of the Project Connect High Capacity Transit plan that established the foundation for the North Corridor efforts. The parent Project Connect plan proposed the use of the MoKan corridor for high capacity transit, but the nature and extent of this was not defined since it is the long-term intention.

The March resolution discussed the need for more study on Mokan. As currently described in the Locally Preferred Alternative, high capacity transit implementation in the MoKan corridor was removed and the corridor was identified for preservation for future use. A park and ride facility is also proposed in the vicinity of SH 130 and SH 45 to be served by buses with varying levels of service. Since the LPA was adopted, the Texas Department of Transportation (TxDOT) has initiated an additional study of the MoKan Corridor which has not been completed. Based on our experience up to now, staff is still concerned that the MoKan corridor could be utilized for regional transportation of little to no benefit to Pflugerville.
