Approving a Water Tower License Agreement between the City of Pflugerville and Travis County Emergency Services District # 2, and authorizing the City Manager to execute the same.
Summary
The City and Travis County Emergency Services District # 2 (ESD # 2) currently share the site where South Standpipe is located off of Cherokee Run in the Wells Point neighborhood. The site is primarily used for the water storage standpipe, but ESD # 2 currently has antenna equipment on the top of the tank that are used for emergency radio relaying for their vehicles and facilities. ESD # 2 also has a small building inside the facility fence to hold their communications equipment that needs some climate control. In exchange for their equipment being on-site, ESD2 currently pays for the monthly electrical cost for the entire facility which includes some City equipment that monitors the tank levels and the water quality information at the facility. The ESD # 2 antenna and communications equipment has been installed since 1995 when the City entered into an agreement that terminated in 2020.
Given that this is a mutually beneficial agreement with the City and ESD # 2, the City reached out to ESD # 2 regarding entering into an updated agreement for their antenna equipment which has taken quite some time to work out the details and to get it through to the Travis County Commissioners Court for their approval before bringing it forward for City Council approval.
Prior City Council Action
On February 14, 1995, City Council entered into an agreement with Travis County ESD # 2 for a water tower license agreement to mount antenna equipment onto the South Standpipe.
