Summary
The City of Pflugerville opened bids for the Colorado River Intake Pumping Station Improvements on October 13, 2020 at 2 pm. Notices were posted in the Pflugerville Pflag as required on September 16, 2020 and September 23, 2020. The bidding process was facilitated through a plan holder website, civcast.com, which is used for all City construction projects. A total of 26 plan holders were general contractors, but only one bid was received from Excel Construction for a total of $775,395 for the base bid and it significantly exceeded the engineer's estimate of $480,000. This construction project is intended to be the permanent zebra mussel control project that will mitigate any future issues with zebra mussel infestation in the Colorado River Intake.
It has been determined that rejecting all bids received would be in the best interest of the City as it was significantly over the estimated cost of the project and we only received a single bid which didn't facilitate any competitive environment to choose contractors. City staff consulted with legal counsel to ensure that we could re-bid this project with a larger project before rejecting the bid in order to facilitate a more competitive bidding environment which is to be considered by City Council on action item 2020-8805.
