Discuss and consider action to approve a change order with S.J. Louis Construction of Texas, Ltd. in the amount of $1,268,889.51 for work associated with the Secondary Colorado River Raw Water Line Bid Package 3 (WA2201), and authorize the City Manager to execute the same.
Summary
The City’s existing Colorado River Raw Water Pump Station, located near the confluence of Boggy Creek and the Colorado River, in southeast Austin currently delivers water a distance of approximately 15 miles in an existing 30-inch diameter concrete steel cylinder pipe that is over 20 years old. Water is pumped from the Colorado River to Lake Pflugerville and then pumped from the lake to the City’s Surface Water Treatment plant and ultimately delivered to the City’s distribution system. Recently in early February 2026, a pipeline rupture occurred in the existing 30-inch pipeline segment within the steel casing at the Boggy Creek crossing which resulted in a disruption of raw water delivery to the lake. Temporary pipeline segment was installed to bypass the ruptured pipeline segment within the encasement beneath Boggy Creek.
Change Order modifications include: excavation, de-watering, with trench shield, removal of existing damaged 30-inch diameter pipe segment within the casing beneath Boggy Creek. Replace damaged pipe segments within the existing casing with approximately 140 l.f. of new 30-inch pipeline complete with fittings and interconnections. Also includes removal of temporary 24-inch by-pass pipeline, thrust blocks, ballasts stones and anchors from the creek.
Contract Notice to Proceed was issued on 11/14/2024.
Current substantial completion and final completion dates were 5/26/26 and 6/25/26 respectively.
This Change Order results in the revised substantial/final dates. The increase from this change order is 76 days. The substantial completion and final completion dates moved to 8/10/2026 and 9/9/2026 respectively.
