Discuss and consider action to approve a professional services agreement with CP&Y in the amount of $1,154,308.00 for professional engineering services associated with the Pecan Street and Weiss Lane Water Line project and authorizing the City Manager to execute the agreement.

Summary
Staff advertised on December 25, 2019 with a Request for Qualifications (RFQ) for the Weiss Lane/Pecan Street Water Line project for professional engineering services and 9 Statement of Qualifications (SOQs) were received on January 20, 2020. A Staff committee evaluated the SOQs based on the evaluation criteria developed for the project and staff team has determined to recommend CP&Y as the engineering consultant for design. During the review of the project scope for the Weiss Lane/Pecan Street project, city staff reviewed the Water Master Plan to determine how to best provide for a system wide approach for design and construction of the water line projects as necessary to meet current and future water demands. It was determined to add the Water Line projects necessary to improve pressure in the water system on the east side of Weiss Lane. The proposed professional services contract will include engineering design for 2 projects.

The Weiss Lane/Pecan Street project will include 42- and 36-inch water lines to connect the existing 24-inch water line along Weiss Lane and the existing 16-inch along Pecan Street to the east side of State Highway 130. This project will serve growth along State Highway 130 corridor and will provide additional transmission capacity.

The 30-, 24-, 20- and 16-inch Water Lines project includes installation of 4 water lines to Convert East Pressure Zone (PZ) to 800 ft as adding the scope of this project will support accelerating design and construction installation of water lines that will serve the new 2.0 MG Elevated Storage Tank (EST), High Service Pumping Station and Water Treatment Plant Expansion projects, that are to be constructed at the W...
