Title
Discuss and consider action regarding the location of the 2013 Lake Pflugerville Beach Project.

Summary
A project to improve beach areas at Lake Pflugerville was presented and approved by the City Council as part of the 2013 General Capital Reserve projects on January 22nd.

Because of the growing popularity of the beach at Lake Pflugerville, City staff has proposed extending the existing beach on the north shore of the lake by about 125 feet to the west.  The Parks and Recreation Commission has suggested that the money should be spent to build a south shore beach instead.

While it might be desirable to have a south shore beach eventually, there is not sufficient infrastructure (potable water and restrooms) on the south shore to support a south shore beach at this time. Therefore, staff is recommending that the funds designated for beach improvements be used to extend the north shore beach.

Status
Lake Pflugerville has been lowered to perform maintenance and any improvements.  Staff must begin filling the lake by mid-March to have it full by May for the summer.  If the beach project is to be completed for this summer season, the City must begin construction by mid-February.

Prior City Council Action
Council approved funding for a beach project as part of the 2013 General Capital Reserve projects at its January 22, 2013 regular meeting.

Deadline for City Council Action
This project will need to begin as soon as approved to finish before the lake begins to be refilled in mid-March.

Fiscal Impact
This is 2013 General Capital Reserve project that was approved January 22, 2013 for $70,000.

Staff Recommendation
Staff recommends that the City Council designate extension of the north shore beach at Lake Pflugerville as the location for the FY 2013 General Capital Reserve beach project.
