Title
Approving a construction contract with Joe Bland Construction in the amount of $2,793,854 for construction services associated with the 1849 Park Phase 1B Project, and authorizing the City Manager to execute the same.

Summary
On June 14, 2016, the Pflugerville City Council approved the 1849 Park Master Plan, which proposed a phased approach for the development of the sports complex and park. Construction of Phase 1 started in 2017 and included three football fields, three multipurpose fields, restroom facilities, and parking. Phase 1B will provide stormwater detention for both new and existing park amenities and American Rescue Plan Act (ARPA) grant-funded parking and lighting improvements.

Construction of Phase 2 of 1849 Park started in late October 2024 and includes the construction of baseball fields and support buildings (e.g., concessions, restrooms). Both Phase 1B and Phase 2 are expected to be completed by the late summer 2025.

Staff conducted a competitive sealed proposal bidding process and received six competitive sealed proposals for construction services associated with the 1849 Park Phase 1B project. Based on the results of the evaluation of the proposals, staff is recommending City Council approve a construction contract with Joe Bland Construction in the amount of $2,793,854.00. The proposed construction duration for Phase 1B is anticipated to be approximately 8 months.

Prior City Council Action
On November 12, 2024 City Council approved the professional services agreement with Kleinfelder, Inc., for the 1849 Park Phase 1B and 2 Project in the amount of $606,850.

On February 27, 2024, City Council approved a professional services supplemental agreement with Burditt Consultants, LLC for design services to add lighting, detention, and parking to Phase 1 of the park.

On September 10, 2024, City Council approved the construction contract for G Hyatt Construction to construct 1849 Park Phase 2.
