Title
Approving a resolution with the caption reading: A Resolution of the City of Pflugerville, authorizing the filing of a grant application with the Capital Area Council of Governments for a regional solid waste grants program grant; and authorizing staff to act on behalf of City of Pflugerville Recycle Center in all matters related to the application.

Summary
The Recycle Center located adjacent to the Public Works Complex welcomes approximately 14,000 visitors a year and accepts various items from scrap metal, cardboard, brush, paper, used tires, and other items. With the increased growth of the City of Pflugerville, staff is expecting increased numbers of visitors overtime and have made accommodations to better manage the facility in order to meet demands. This includes increased material bins for customers, clear signage for material drop-off and relocation of drop off areas within the Recycle Center in order to allow for more structured customer movement within the complex.

Facility needs have also been identified as necessary changes. These changes include replacing the fence separating the Community Garden from the Recycle Center, widening the one vehicle entry/exit gate to a two-vehicle entry/exit, and replacing the approximately 80 square foot attendant building with 120 square foot Recycle Center office.

In order to accomplish these goals staff wishes to submit an application for available grant funding through the Capital Area Council of Governments in the amount of $33,000. An estimated $224,000 total for FY 2022-2023 ($112,000 each fiscal year) is available for qualifying projects pertaining to solid waste projects. While the application for the grant has been submitted by the deadline of January 21, 2022, the application process requires that the governing body of the requesting organization pass a resolution demonstrating that the organization’s governing board approves the application for funding.
