Title
Award construction contract for the Pflugerville Parkway Transmission Main to Cash Construction, Inc. of Pflugerville, Texas, the lowest responsive bidder of ten bids received on September 30, 2010, in the amount of $528,368.00.  The funding source is the Utility Fund Balance as shown in the fiscal year 2011 budget.
 
Summary
The proposed alignment of this waterline was originally along Pfennig Lane, but shifted to Pflugerville Parkway in order to achieve the stated goal of providing water to the Pfennig Lane Pump station while also satisfying a requirement included in a development agreement to have a water line installed along Pflugerville Parkway by December 31, 2010.  This transmission line facilitates the delivery of surface water from the water treatment plant to the Pfennig Lane Booster station in a more efficient manner.
 
Status
The project was advertised for bids on September 16th and 23rd.  Bids were opened on September 30, 2010.
 
Deadline for City Council Action
In order to meet the obligation of having this water line installed and operational by December 31, 2010, the project must commence by the beginning of November, 2010.
 
Fiscal Impact
The Fiscal Year 2010-2011 Budget includes this project in the Water Distribution Department as an Improvements Other Than Buildings expense in the amount of $1.4M.  The transmission line is also included on the Utility Fund Capital Improvement Projects list with the funding source as current fund balances in the Utility Fund.
 
Staff Recommendation
The City Engineer recommends awarding the bid to Cash Construction, Inc.
