Summary
The proposed professional services agreement with Economic & Planning Systems will establish a study that is intended to assist with annexation decision making. The study will consist of three tasks with the first focused on creating a fiscal impact model for providing city services. During the creation of the fiscal impact model, the consultant will also review previous studies to ensure a consistent approach is considered. The second task with the study will be to perform an annexation impact evaluation of six scenarios including two Municipal Utility Districts as examples for how the fiscal impact model can be used. The last task of the study will be to create a decision matrix with recommendations for annexation policy based on the findings of the fiscal model and scenario evaluations. If the professional services agreement is approved, the study is anticipated to begin in February and be completed in September.

Economic & Planning Systems, Inc. is a land economics consulting firm that was established in 1983 and has expertise in real estate economics, public finance, fiscal and economic impact analysis, economic development and revitalization, land use and transportation, housing policy, public-private partnerships, and parks and open space economics. The firm has offices in Colorado and California, and has had project experience in Texas working with Travis County, Austin, San Antonio, San Marcos, Cedar Park, Waco, El Paso, Dallas, and Dripping Springs.
This professional planning services is exempt from competitive procurement as stated in Section 252.022 of the Texas Local Government Code
