Approving a resolution amending the City of Pflugerville Purchasing Policy.
Summary
On October 25, 2022, City Council adopted several amendments to the Purchasing Policy to increase efficiency of procurement and align with best practices. One of these amendments was delegating City Council’s authority to the City Manager under Texas Government Code 2269.053 to determine the procurement method which would deliver the best value for the City as it pertains to construction projects.
This proposed amendment would further improve efficiency by delegating authority to the City Manager to determine the procurement method for other goods and services, as provided under Texas Local Government Code Chapter 252.021.
As with construction projects, City Council retains the ultimate authority to accept or reject projects as presented during City Council meetings, but delegation of this authority allows for the City Manager to solicit proposals and make recommendations to City Council using whichever method is deemed most appropriate to deliver the best value to the City.

City Council approved the first amendment to the purchasing policy on October 25, 2022.
