Approving a professional services supplemental agreement with Quiddity Engineering, LLC in the amount of $397,696 for the design of reclaimed water line to 1849 Park, and authorizing the City Manager to execute the same.

Summary
In November 2023, the City engaged Quiddity Engineering, LLC for professional services, encompassing preliminary and final design, construction oversight, and additional services for extending a reclaimed water line to 1849 Park for irrigation purposes. The City's objective is to reduce peak potable water demands by expanding its reclaimed water system.

The Preliminary Engineering Report, completed in May 2024, evaluated the potential alignments from the Central Wastewater Treatment Plant to the 1849 Park to determine the most feasible alignment with a priority on the time to construct the reclaimed waterline. Quiddity Engineering recommended an altered alignment from the original plan given the constraints along the original pipeline route. The new alignment is routed to follow Weiss Lane and Pleasanton Parkway to avoid complications with the planned Cameron Road expansion and future right-of-way acquisitions by Travis County, slated to enter the schematic phase in approximately 2-3 years. By avoiding the route along Cameron Road, it minimizes the City's future risk of the pipeline having to be relocated at the City's cost in the future when righ-of-way acquisition commences. This alignment was initially outlined in the Reclaimed Water Master Plan as part of a future initiative to supply water along this corridor.

The revised alignment along Weiss Lane and Pleasanton Parkway increases the project scope by approximately 4,430 linear feet but also will allow a portion of the future reclaimed water line that is planned to be routed along Weiss Lane to be shifted to this project. This alignment will also allow for the common areas of the Carmel subdivision to be transferred to a purple pipe network on a much more efficient time...
