Title
Discuss and consider action to authorize the City Manager to execute a construction contract for the Pfennig Lane Pump Station Improvements Project with Patin Construction, LLC, the lowest responsive bidder of 7 bids received on August 26, 2014, in the amount of $3,144,325.35.

Summary
This project will improve the City’s pumping capacity so that we can better serve our water customers in the western part of Pflugerville. The project includes the addition of a ground storage tank, two (2) additional pumps, motor controls, yard piping and expansion of the electrical room.

Freese and Nichols, the project’s design engineer, completed final design in May. The project was advertised for bids on July 30, 2014 and August 6, 2014 in the Pflugerville Pflag. Seven bids were received and opened on August 26, 2014. Attached to this item is a list of the bids received. Pumps were bid for pre-purchase in February to keep the schedule of the project on track.

Prior City Council Action
The City Council approved staff to begin negotiations with Freese and Nichols, Inc. on July 9, 2013. At the October 2, 2013 City Council meeting, an agreement was signed for a preliminary analysis of the existing infrastructure and operational requirements to determine the improvements needed to meet customer demands that are projected to increase by next year. On January 14, 2014, the Council authorized execution of a supplemental agreement for engineering design services and construction management with Freese and Nichols. A subsequent supplemental agreement was approved by Council on June 10, 2014.

Deadline for City Council Action
Staff is requesting approval on September 9, 2014 to maintain the project’s schedule for completion.

Fiscal Impact
This project is included in the fiscal year 2014 Utility Fund budget and funded through existing bond funds and fund balance. It is also included in the 5-Year Capital Improvements Plan.
