Title
Approving a professional services supplemental agreement with Quiddity Engineering, LLC in the amount of $903,768 to provide Owner's Representative Services associated with the 2020 General Obligation Bond Parks Projects and authorizing the City Manager to execute the same.

Summary
This agenda item requests approval of a Professional Services Agreement with Quiddity Engineering, LLC (Quiddity) in the amount of $903,768 for Owner’s Representative services associated with the 2020 General Obligation Bond Parks Projects. This item supports the Service Pillar of the City Strategic Plan by constructing park facilities that support a high quality of life.

Quiddity was a subconsultant to the previous consultant providing quality technical design oversight and project management. Quiddity has provided a high level of responsiveness and has provided continuity for design efforts underway on the following parks: Kelly Lane Neighborhood Park, Murchison/Mallard Neighborhood Park, Wilbarger Creek Park Phase II and Picadilly Neighborhood Park. The previous Consultant’s contract period concluded with remaining work, and unexpended funds have been brought forward to reallocate to this proposed contract.

Quiddity was originally administratively awarded a small professional services contract in the amount of $48,605 on an interim basis to evaluate their capacity and proficiency to handle the work. During the initial period, Quiddity provided a high level of service. Quiddity is now recommended to serve as the Owner’s Representative and provide program management services for the Parks Bond Program. The Owner’s Representative works under the direction of the City, advocates for the City interests of design quality, timeliness, and cost conscious construction.

Quiddity’s scope of work include: project management, design review oversight with city departments, bid phase assistance, construction phase assistance and onsite representation during construction.
