Summary
This ordinance allows for discussion and potential action regarding release of public right of way along Russell Street, in exchange for a future transfer of a corner segment at Grant Ave. and Caldwells St. related to the Historic Colored Addition Infrastructure Improvement Project.
The Historic Colored Addition Infrastructure Improvement (Project) will replace deteriorated infrastructure by the removal and reconstruction of the existing subdivision roadways, new water mains with fire hydrants to meet the fire code and provide fire protection of the subdivision. installation of street lighting.

In order to provide public safety and fire protection, adequate turning movement for fire apparatus is required. The turn movement to access Grant Avenue from Caldwells Lane requires an increased turning radius for fire apparatus. As part of the project, it is necessary for the City to acquire this small triangular parcel. City staff and the property owner have met and discussed several options and arrived at an agreeable solution. The property owner has requested land transfer of the corner segment in exchange for an equal area of right of way along Russell Street. This agreement has resulted from numerous communications and meetings with Staff, City legal counsel and the City’s land acquisition consultant.
