Summary
The City Charter, Section 4.06, requires that the City Manager shall appoint the head of each administrative department, subject to the approval of the City Council.
With over two decades of progressive leadership in municipal planning and development services, Ashley Bailey brings extensive experience overseeing planning, building, GIS, and code compliance functions across fast-growing Texas cities. As Director of Development Services in Hutto since 2018, Ashley served on the City’s executive leadership team, managing a $2.5M budget and leading major initiatives such as the Hutto Soar 2040 Comprehensive Plan, Unified Development Code overhaul, and implementation of permitting software that enhanced service delivery and reduced costs.
As Development Services Director for Taylor, Ashley helped rebuild key departments, negotiated economic development agreements, managed TIRZ operations, and led the city's first Growth Summit. Earlier roles in Round Rock, Queen Creek, Chandler, and Plano involved managing large-scale development projects, updating ordinances, guiding annexation efforts, and presenting to elected officials. Across all positions, Ashley has demonstrated strong fiscal stewardship, strategic planning expertise, and a commitment to transparent, efficient development processes that align with community goals and Council priorities.
Ashley holds a Bachelor of Science in Urban and Regional Planning from Texas State University and a Masters in Public Administration from the University of Phoenix, and is an American Institute of Certified Planner (AICP) by the American Planning Association (APA).
