Approving the sale of an easement to Manville W.S.C. in the amount of $74,506 for a transmission water line associated with a Manville W.S.C. water transmission line, and authorizing the City Manager to execute the same.

Summary
The City of Pflugerville currently owns a large tract of property along New Sweden Church Road on the eastern edge of the City of Pflugerville’s Extra-Territorial Jurisdiction. In the distant future, this tract of land will allow for the construction of a third wastewater treatment plant to serve the Cottonwood sewershed when the need arises. This property currently sits vacant until larger development pressures cause the City to need to construct this wastewater treatment plant.

Much like the majority of Central Texas water suppliers, Manville W.S.C. is currently looking to construct a large water transmission line to supplement their current water supply needs within the eastern portions of the Pflugerville area. With this supply need, they are planning to construct a large diameter water transmission line that would pass through the northern edge of the property that the City owns along New Sweden Church Road. As the City is not planning to construct the wastewater treatment plant in the near-term, this would not conflict with any construction plans that the City has for the property. Also, the water line would run parallel to an existing electrical easement that runs through the northern portion of the property.

As staff is aware that we will one day construct this third wastewater treatment plant, we have negotiated the water transmission main easement to be a non-exclusive easement which would allow the City to cross the easement in the future when the need arises to construct the wastewater treatment plant. City staff have no objection to the easement being within the northern portion of the property running parallel to the existing electrical easement and would recommend approval of the easement to allow Manvil...
