Summary
The proposed Professional Services Agreement with Tetra Tech, Inc. will provide professional engineering services to prepare a Preliminary Engineering Report (PER) for the TR2601 - Downtown Mobility Improvements Project. The study area includes Pecan Street from east of Meadow Lane/10th Street to east of North Railroad Avenue (excluding Segments C and D), West Main Street from its western terminus to North Railroad Avenue, Railroad Avenue from south of Heritage Loop Trail to north of Hall Street, and select north-south downtown streets necessary to evaluate multimodal connectivity, parking, and utility improvements.
The PER will build upon the City's Downtown Streetscape Master Plan, Downtown Utility Relocation Study, Downtown Parking Study, Mobility Master Plan, and Downtown East development to establish a comprehensive implementation strategy for future downtown transportation and infrastructure improvements.
The scope of work includes:
- project management;
- roadway concept development;
- traffic mobility and safety analyses;
- drainage and floodplain evaluations;
- planning-level utility and water/wastewater assessments;
- public engagement support;
- grant application assistance.
The study will develop conceptual roadway and streetscape layouts, evaluate multimodal improvements and intersection alternatives, identify utility and right-of-way constraints, prepare planning-level Opinions of Probable Construction Cost (OPCC), and recommend project phasing to support future design, funding, and construction. While construction plans are not included, the engineering analyses and conceptual layouts developed through this effort will substantially advance the project toward schematic design and implementation.
