Approving a resolution of the City of Pflugerville, Texas authorizing the City Manager to accept a State Energy Conservation Office (SECO) Distributed Renewable Energy Grant Award, execute necessary contracts and use matching funds from the 2011 budget as applicable.

Summary
As part of the American Recovery and Reinvestment Act (ARRA), the State Energy Conservation Office (SECO) released a competitive Distributed Renewable Energy Grant in 2010 for communities interested in pursuing renewable energy opportunities. Upon announcement of the funding, an application for the reimbursable, 80/20 matching grant was made on behalf of the City by RRE Austin Solar, LLC. The City has been awarded $870,038 for installation of a 100 kW photovoltaic system on the roof of the Pflugerville Water Treatment Plant and the City will be responsible for $174,007 in matching funds. Approval of the resolution will enable the City to maximize the grant award with its opportunities with RRE Austin Solar, LLC and reduce long term operating expenses.

Prior City Council Action
In 2009 the City Council approved a Notice of Intent to pursue the Energy Efficiency Conservation Block Grant (EECBG), which was also part of the American Recovery and Reinvestment Act (ARRA) administered by the State Energy Conservation Office (SECO). Further City Council actions have approved a consultant and contract for projects associated with the EECBG funding. The EECBG funding was a 100% funded reimbursable grant, whereas the Distributed Renewable Energy Grant requires a 20% match.

Deadline for City Council Action
If approved, the photovoltaic system is required to be installed by December 2011.

Fiscal Impact
$174,007 in matching funds is required. The City is currently working with Oncor to obtain a rebate to cover the match amount. Should this rebate not occur, there are adequate funds within the Fund Balance of the Utility Fund for the match.
