Summary
The New Sweden Municipal Utility Districts (MUDs) are generally located along the FM 973 corridor and along Brita Olson Road within the far-eastern portion of the City’s ETJ. Per the New Sweden Development Agreement, the City agreed to the creation of up to three MUDs on land totaling approximately 1,000 acres. The agreement identifies a City wastewater plant to be constructed and operational to provide retail services to the New Sweden MUDs. In recent discussions with staff, an amendment to the agreement is proposed to address how wastewater is provided and is a separate consideration item on the agenda.

During the wastewater discussion, a request for consideration of road powers was discussed for MUD 3. The original consent of MUD 3 did not include road powers and the developer has requested support for the benefit of the development and in support of the future Britta Olson Rd improvements as depicted in the Transportation Master Plan. Britta Olson Rd will be improved as a minor collector within the development and is anticipated to have an improved alignment which removes an "S" curve. The improved roadway will provide a connection to Sandeen Rd, which is located along the northern boundary of the subdivision and will eventually be a future extension of Kelly Ln/Cele Rd. The proposed request is consistent with the road powers granted to MUD 1 in 2020 to establish a future extension of Pflugerville Pkwy to be provided at time of development.
