Title
Approving a resolution adopting the findings and recommendations from the Energizing The Core: A Downtown Pflugerville Study.
Summary
As the Downtown East project is developed and Downtown Pflugerville expands, there is potential for other properties in the downtown core to undergo transformation. Hayat Brown conducted an analysis of Downtown Pflugerville, outlining how future investments can support the City Council’s goals of enhancing both the sense of place and economic vitality in the historic city center.
As discussed at the October 14th Council worksession, as a result of this study, the following activities will be prioritized in order to assist with energizing the historic downtown core of Pflugerville:
·	Issue Request for Information (RFI) in early 2026 for the spaces at 105 Pecan Street, 100 E Main and 100 W Main Street to identify interested parties, potential uses, and tenant allowance or renovation needs/expectations.?
·	Prioritize Pecan Street and Railroad Avenue improvements to ensure mobility, pedestrian, and beautification improvements for consideration in the next capital improvement bond package (and secondarily Main Street and N 1st Street).?
·	Expand current placemaking efforts, including investments in public art, signage, plantings, special events, and other branding programs.?
·	Stay alert and open to strategic opportunities downtown, including site acquisitions or site assembly opportunities.?
This item supports Action 3.1 of the Community Amenities and Events pillar of Council’s Strategic Action Plan. Action 3.1 is to “activate and revitalize downtown as a truly unique destination.” This study also supports the guiding principles and goals outlined in the Aspire 2040 Comprehensive Plan in support of fiscal resiliency, and prioritizing infill development in Downtown to create an authentic, walkable mixed use live/work/shop/play designation.
