Approving a resolution adopting an annual annexation plan.
Summary
The purpose of this item is to determine annexation policy for the near term. Per the City's Charter, the Planning and Zoning Commission is required to annually recommend an annexation plan to the City Council.
The last unilateral annexation included in a 3-year annexation plan included the Greenridge Subdivision in northern Pflugerville that was implemented in 2010. No additional annexations of this nature are proposed or recommended, thus the attached annexation plan for 2015 indicates that no annexations of areas required to be incorporated in a three-year annexation plan will occur. The City may, however, still proceed with other annexations that are of a voluntary nature or that are otherwise exempt from the annexation plan requirements as noted in the plan.
The above recommendation is also substantiated by the policy direction that growth of the city should be focused internally to the corporate limits and in areas generally described as being west of the Weiss Lane corridor. This policy is based on the comprehensive plan's reference to the utility service area boundary along the eastern edge of the Wilbarger drainage basin, and emphasized further in the ongoing reassessment of water and wastewater master planning priorities.
