Approving a construction contract with SKE Construction in the amount of $115,229 for the Central Wastewater Treatment Plant Waste Activated Sludge line project, and authorizing the City Manager to execute the same.

Summary
As part of the FY2024 budget for the Wastewater Treatment division, the City budgeted to construct and install a pipeline that connects the new clarifier (Clarifier # 3) Waste Activated Sludge (WAS) pumps to the existing biosolids handling facility. This line will allow operations staff the ability to divert WAS flow to the biosolids handling facility instead of the Aerated Sludge Holding Tank (ASHT) that normally receives these flows. By allowing operations staff to divert flows directly to the biosolids processing facility, it allows the flexibility to drain the ASHT for much needed maintenance on the air diffusers that are budgeted in FY2025. If this WAS line were to not be constructed, operations staff would have to turn off the new clarifier while performing maintenance on the ASHT as there would be no ability to divert sludge flows from the clarifier to be wasted.

In order to not mix two contractors on the same job location, staff waited to start this work until all work for the Central Wastewater Treatment Plant Phase I Expansion was completed to reduce any risk of complications or void any potential warranties on the original construction of the WAS pump station. Now that the general contractor for that project has essentially demobilized, staff can proceed with this project without risk of confusion on scope or materials. As this additional sludge line was not included in the original construction plans, but is included on the original clarifiers, this would enhance the operational flexibility to allow the operations team to run all 3 clarifiers if needed without impedance until the Wilbarger Regional Wastewater Treatment Facility is constructed.
