Title
Discuss and consider action to approve an Interlocal Agreement between Capital Metropolitan Transportation Authority (CMTA) and the City of Pflugerville to create a Transit Development Plan.

Summary
The purpose of the proposed interlocal agreement (ILA) is to enable the city of Pflugerville to leverage regional transit funds, also known as Section 5307 funds, for transit development planning efforts with a 20 percent local match. The ILA also allows the city to benefit from existing contracts between Capital Metro and its contractor, URS, who is also working on similar plans in other cities in the region, including Georgetown, Hutto and Buda.

Generally, the scope of work is to develop a 3-year transit development plan (TDP) to identify transit needs, analyze service options and financing, and provide recommendations for transit services. Much consideration will be given for implementation of the Project Connect North Corridor study recommendations which included park and ride facilities with services connecting to existing transit facilities in Capital Metro's service area, such as Tech Ridge and the Howard (Rail) Station. The planning efforts will also integrate participation from a small advisory committee and stakeholder input.

The TDP will be updated annually. The cost and extent of the annual update will be known following the completion of the TDP.

Status
The CMTA Board of Directors will consider the Interlocal Agreement on October 26, 2015. The proposed contract start date is November 1, 2015. The City Attorney has reviewed the interlocal agreement.
