Title
Discuss and consider action to approve a supplemental agreement with Freese and Nichols, Inc. in the amount of $403,863 for professional engineering services associated with design, bidding, and construction administration of the Pfennig Pump Station and Ground Storage Project and authorizing the City Manager to execute the agreement.
 
Summary
This project will improve the City's pumping capacity so that we can better serve our water customers in the western part of Pflugerville.
Freese and Nichols has completed the first phase of their project which included an evaluation of the existing infrastructure confirming the operational requirements of the system, and identifying the technical requirements of the expansion. This supplemental agreement provides for preliminary design, final design, bid and construction phase services for the project to include the addition of the ground storage tank, two (2) additional pumps, controls and yard piping.  
The attached agreement has been reviewed and approved as to form by the City Attorney.
Status
City staff received the study phase technical memorandum on December 3, 2013 and has negotiated a supplemental agreement with Freese and Nichols, Inc. to establish a schedule and fee for the improvements project. The City Council approved an agreement on October 22, 2013 for a study phase to determine the infrastructure required to meet customer demands that are projected to increase by next year.
 
Projected Future City Council Action
Approval of equipment purchases in the spring of 2014 and a construction contract in the summer of 2014.
 
Fiscal Impact
This project is included in the approved Utility CIP for fiscal year 2014.
 
Staff Recommendation
Staff recommends approval of the agreement.
