Approving a professional services agreement with Freese and Nichols, Inc. in the amount of $257,470 for professional services associated with the preparation of a Comprehensive Plan and authorizing the City Manager to execute same.
Summary
The City of Pflugerville solicited requests for qualifications for the preparation of a Comprehensive Plan in January and February of 2020. City staff received eight (8) statements of qualifications (SOQs) which were reviewed and scored. On April 14, 2020, City Council approved the selection of Freese and Nichols for professional services associated with the preparation of a Comprehensive Plan and authorized the City Manager to enter into negotiations regarding a scope of work and a fee proposal. The Comprehensive Plan shall serve as the City's guiding policy document for the development and will reflect the community's collective goals and vision for the future.
The proposed scope of work includes the following elements:

• Community Facilities and Public Services
