Summary
Section 3.06 of the City Charter specifies that the Mayor Pro Tem is elected during the first meeting following the canvassing of each general election. Even though the general election was cancelled due to lack of opposition, the City follows all other subsequent actions as if there were an election. The Mayor Pro Tem is a Councilmember elected by the City Council to act as Mayor during the disability or absence of the Mayor. When acting in the capacity of Mayor, the Mayor Pro Tem has all of the rights and responsibilities and is subject to the limitations conferred on the Mayor.
