Summary
This resolution is included on the regular meeting agenda for Council consideration and provides an overview of the proposed bond propositions recommended for the November 3, 2026 election. The Capital Improvement Bond Committee, established to evaluate the City’s long-term infrastructure needs and review potential projects, conducted a series of meetings to assess priorities, community input, and funding strategies. Following their review, the committee recommended placing an infrastructure bond containing three propositions: Proposition A - Downtown Parking, Proposition B - Parks Projects, and Proposition C - New PAWS Animal Shelter to be put on the November 2026 ballot.
Proposition A: Downtown Parking: $5,150,000
- Downtown Core Parking Improvements ($5,150,000): Downtown Core Public Parking Improvements focus on planning and delivering short term and long-term public parking solutions to support downtown businesses, visitors and future redevelopment. The project builds on prior parking studies and downtown planning efforts to ensure parking keeps pace with growth and revitalization.
Proposition B: Parks Projects: $61,670,000
- Reunion Park ($5,150,000): This project is a new neighborhood park that incorporates the history and cultural legacy of the Historic Colored Addition while providing a gathering space for recreation and community events. This new park would be designed to tell, honor and celebrate the rich history, culture, and legacy of families from the Historic Colored Addition.
- Parks and Trails Land Acquisition ($7,000,000): This project provides funding to acquire land and easements to deliver park and trail projects across Pflugerville.
