Approving an electrical easement to Oncor Electric Company for permanent power associated with the Wilbarger Wastewater Treatment Plant Project, and authorizing the City Manager to execute the same.
Summary
As part of the Wilbarger Wastewater Treatment Plant project, the construction calls for primary electric feeders to power the entire facility to be constructed from the Gregg Lane Right-Of-Way (ROW) and extend to a primary voltage transformer to power the entire facility. As this is an expansive project, the details for how primary power was going to be routed to the facility by Oncor took time for their internal team to design the infrastructure to serve the facility. Now that Oncor has finalized that design for their system, they needed to ensure they have a clear easement to provide power to the primary electrical building at the facility.
This easement will allow for Oncor to route primary electrical duct banks underground through the facility to terminate at the Wilbarger Wastewater Treatment Plant’s primary electrical building before being distributed throughout the plant. This easement required significant coordination with both the design engineer (Garver) and the Construction Manager At Risk (PLW Waterworks) to ensure that there would not be any conflicts on the path and it would be clear of any other site process piping to operate the facility.
This easement will follow the City’s Strategic Goal of Infrastructure as it will allow the City to continue to push forward on the Wilbarger Wastewater Treatment Plant project to provide sufficient wastewater treatment capacity to the City of Pflugerville by providing necessary primary power from the City’s electric provider.
Prior City Council Action
On February 11, 2020, City Council approved a Professional Services Agreement with CP&Y, Inc. in the amount of $479,944 for Owner’s Representative services associated with the Wilbarger Creek Regional Wastewater Treatment Facility.
