Title
Approving a Professional Services Agreement with DCS Engineering, LLC in the amount of $118,841.00 for the preparation of a Reclaimed Water Master Plan and authorizing the City Manager to execute the agreement.
 
Summary
Over the course of the past two years, the City has committed significant time and resources evaluating how to best provide water resources and wastewater services as we grow to a population ultimately exceeding 200,000 people.  A key component to the City's future water supply will most assuredly be reclaimed water.  Reclaimed water can be a very reliable source of water for manufacturing products, systems cooling, irrigation, and other uses.
With the City's Wasterwater Master Plan update nearing completion, the information necessary to develop a reclaimed water plan is now known.
The attached agreement has been reviewed and approved as to form by the City Attorney.
Status
DCS Engineering was selected to develop the Reclaimed Water Master Plan because of the company's understanding of our wastewater system, their work planning an initial reclaimed water project for the Pflugerville Community Development Corporation (PCDC), and their original work on reclaimed water in our current Wastewater Master Plan.
 
Projected Future City Council Action
A completed Reclaimed Water Master Plan will be presented to the City Council for approval upon completion of the plan.  The agreement states that this project should be complete by August 31, 2013.
 
Fiscal Impact
Although this project was included in the fiscal year 2012 Utility budget, funding for a reclaimed water master plan was not included in the five year budget for fiscal years 2013-2017.  A budget amendment will be included in the third quarter budget amendments.  Funding is available through the Utility Fund Balance.
 
Staff Recommendation
Staff recommends approval of the agreement.
