Summary
The City of Pflugerville Police Department has utilized Flock ALPR cameras since 2022 to assist the police department in solving crimes and keeping our community safe. The cameras are strategically located in key areas throughout the city and capture images of vehicle license plates. Flock does not track people, and we do not use facial recognition through this contract. In addition, we do not use these resources for immigration enforcement or any other purpose outside of lawful public safety work.

This technology helps officers identify vehicles involved in serious crimes, including burglaries, stolen vehicles, abductions, and violent offenses. Flock has already played an important role in helping recover stolen property, seize illegal firearms, locate wanted suspects, and resolve cases more quickly.

All data collected through the City’s Flock system is owned by the City and retained for 30 days before it is automatically deleted unless preserved as evidence in a criminal investigation. Under the proposed contract no City data is used for AI learning or retained by Flock after the 30 day retention period for Flock’s usage. Only authorized police personnel can access the system, and all uses and searches are logged and subject to a regular audit to ensure we’re using the system appropriately. The City’s agreement with Flock includes strict privacy, security, and data handling requirements to ensure responsible use, both internally and with our partner agencies.
