Title
Approving a procurement agreement with Texas Gas Service in the amount of $423,297 for a natural gas pipeline for emergency standby generator gas service associated with the Secondary Colorado River Raw Water Line project, and authorizing the City Manager to execute the same.

Summary
As design of the Secondary Colorado River Raw Water Line project reaches the critical path to go to construction, staff have been working with Texas Gas Service to provide fuel to the natural gas generator that will be procured as part of the project. The selection to move forward with a natural gas generator was to allow for both ease of operation given the limited availability for fuel to be delivered to the site and to allow for the City to participate in ERCOT’s Demand Response program since a natural gas generator is a Tier 4 generator for air emissions.

In order to maintain consistent fuel supply to the generator, Texas Gas Service will be required to construct a 4” natural gas line to the facility to provide constant fuel supply during times of emergency operation. Staff have worked extensively with Texas Gas Service to ensure this pipeline would have adequate capacity to operate the generator at all times if needed. Texas Gas Service will be constructing the line across the City’s property to serve the generator and will be encased when crossing the City’s existing and new raw water pipelines. When evaluating the cost of this pipeline construction, the selection to use natural gas was still significantly less expensive to construct than to operate a diesel powered emergency generator. This cost was also budgeted within the project at an estimated cost of $500,000.

This item achieves the City Council’s Strategic Goal of infrastructure by implementing a plan that provides resilient infrastructure to support a critical component to the City’s raw water pump station that provides raw water to Lake Pflugerville and to the City of Pflugerville.
