Title

Discuss and consider action to approve the use of Competitive Sealed Proposals (CSP) as the procurement method and associated evaluation criteria for the selection of a general contractor for the construction of the Pflugerville Community Library expansion.

 

Summary

The purpose of this item, in anticipation of the completion of the construction documents, is to formally establish the City's method of procuring construction bids for the project. HR Gray, as Owner's Representative, has provided a summary memorandum (attached) that details the parameters of the CSP process, the proposed evaluation criteria and process flowchart of items anticipated over the course of the next 2-3 months following the delivery of 100% plans and specifications.

 

Status

The Pflugerville Community Library expansion is currently concluding the final design process. Construction plans and specifications are currently about 90% complete. Due to the complexity of the expansion project associated with an operating facility, construction is projected to last 12-15 months.

 

Deadline for City Council Action

Staff requests action on May 24, 2011.

 

Projected Future City Council Action

Action will be required to approve the City's Request for Proposal (RFP.)

 

Fiscal Impact

Funding for the library expansion is voter-approved general obligation (GO) bonds.
