Summary
This item is included on the agenda to allow for discussion on its topic. The City Council is expected to retire to an executive session to discuss the item regarding economic development negotiations, pursuant to Chapter 551.087 of the Texas Government Code.
Project XPAND is an initiative outlined in CEDS 3.0 and continues to support the city’s future growth. Project XPAND is a Standard Performance Agreement pursuant to Tex. Loc. Gov’t Code § 501.158. Under the terms of the agreement, the Economic Development Corporation (EDC) will provide up to $1,000,000.00 in direct financial incentives in exchange for the business committing to a total capital investment of $2,000,000 and the creation/retention of six (6) full-time equivalent jobs, along with the recruitment and activation of ten (10) Qualified XPAND Businesses within the XPAND Facility.
Project XPAND is intended to operate in coordination with Project Anchor, a separate economic development initiative designed to identify, engage, and develop a pipeline of businesses that may ultimately establish operations within Pflugerville, including potential businesses for the XPAND Facility. Project Anchor and Project XPAND are separate projects governed by separate agreements, and XPAND remains responsible for satisfying all performance requirements established under the Project XPAND agreement.
The agreement includes mandatory clawback provisions pursuant to state law if performance metrics are not met.
