Approving a work authorization with Seven Arrows Land Staff, LLC. in the amount of $443,800 for right-of-way and appraisal services associated with the 1849 Park Reclaimed Water Line Project, and authorizing the City Manager to execute the same.

Summary
The proposed agenda item requests approval of a Work Authorization with Seven Arrows Land Staff, LLC (7 Arrows) in the amount of $443,800.00 to provide right-of-way and appraisal services associated with the 1849 Park Reclaimed Water Line Project.

On November 13, 2023, City Council approved a professional services agreement with Quiddity to provide design, and construction phase services for the 1849 Park Reclaimed Water Line Project, identified in the Reclaimed Water Master Plan. The reclaimed water line will replace the existing potable water supply that 1849 Park uses to irrigate the facility with Type 1 Reclaimed Water (purple pipe). The design phase has progressed to 30% completion, finalizing the pipeline alignment. The alignment identified twenty-eight (28) parcels of land within the project limits. At this time, it is critical to begin the property acquisition coordination with the effected property owners and the project team to maintain the project schedule.

The proposed work authorization includes a comprehensive range of services related to necessary property acquisition on twenty-eight parcels of land for the project. The scope of work includes:
1. Obtain right-of-entries
2. Maintain administrative documents and assist with recordation of easements
3. Property record research
4. Appraisal reports
5. Owner negotiations
6. Project management
If litigation work must be completed additional services will be negotiated.

This item supports the infrastructure pillar of the Strategic Plan by designing infrastructure that prepares the City for growth in a responsible manner by conserving potable water supplies and which plans to continue to provide Parks and Recreation programs at the 1849 Park...
